Climate Governance & Energy Transition

Climate policy and the energy transition are where long-term targets meet political-economic reality. We work to move the conversation from comparing targets to comparing implementation pathways — accounting scope, coverage, policy instruments and the constraints that shape them.

Why it matters

China’s implementation of its new 2035 NDC and the 15th Five-Year Plan, alongside Europe’s continued efforts on emissions reduction and nature protection, create a rare window for candid exchange on policy tools, implementation pathways and capital mobilisation. Yet climate and energy remain insufficiently connected in policy and capital allocation, and credible, just transitions present shared methodological and political-economy challenges.

What we do

  • China–Europe climate policy dialogue —
  • Energy transition pathways —
  • Just transition —
  • Trilateral cooperation —
